Before a Stockton building comes down, it needs an asbestos survey. A Cal/OSHA Certified Asbestos Consultant runs that survey and writes the report. Once the report is in hand, we handle the asbestos abatement Stockton buildings need ahead of demolition.
Stockton sits inside the San Joaquin Valley Air Pollution Control District. Rule 4002 covers asbestos in demolition and renovation. The district wants the notification form, the survey report, the fee and the release form ten working days out. It signs the Demolition Permit Release Form and sends it back. Stockton needs that signed release before it issues the demolition permit.
Stockton adopted Chapter 15.34 in July 2025. It makes owners of vacant commercial buildings and vacant lots register with the city. A building counts as vacant when more than half of it sits unused for 180 days. Registration runs $826 a year per property.

Empty buildings downtown have a fire problem. The Commercial Hotel on East Main Street dates to 1875 and burned in June 2025. It was one of a string of fires in vacant downtown structures. A burned shell needs fire damage cleanup or full demolition.
Chapter 15.34 also asks owners to keep vacant lots up. Land and site clearing takes down the overgrowth that draws code complaints.
The Stockton City Council designated the Magnolia Historic District on July 30, 1984. It runs between Harding Way, California Street, Park Street and El Dorado Street. Homes there include Queen Anne, Eastlake, Stick, Craftsman, Moderne and Spanish Revival. Houses that old carry asbestos in floor tile, mastic, duct wrap and plaster.

The code says dust from wrecking gets settled by wetting right away. Hydrant use needs a green light from the Fire Chief and the water utility. A headache ball cannot swing over public property, so tight downtown lots come apart in sections.
Stockton wants a Construction and Demolition Recycling Plan on projects worth $20,000 or more. The diversion target is 65 percent. Contractors can self haul debris with their own people and equipment. Third party hauling needs a city permit.
